1984 Evinrude 2hp E2RCRS cooling system

I recently purchased this motor and it runs great. The only thing is that just a little water and air shoots out the 4 holes on the shaft. I looked at the impeller and all that is in order. I've also looked at videos online and they seem to have not much more coming out. I guess I was thinking there should be 4 solid streams of water coming out. Does anybody have experience with these motors or any advice? Thank you in advance

If the vanes on the impeller did not have a set and were flexible , then all is well.-------Only a fine spray comes out at the exhaust relief.-----The rest of the cooling water goes out the bottom.
