1984 evinrude 15 hp # E15RCRM shifting help

I bought an engine with a lot of missing parts. Not sure if this is what its called but im calling it a shift lock hub. Its the black plastic piece that has a linkage screwed into it with a bolt in the middle. It sits beside fuel pump and under the timing plate. My question is this. Is there a washer or some type of bushing on the other side of the plastic piece where the bolt goes through? Also is this the correct term for this piece?

I can see on the other side of the black plastic piece that it looks like there was a washer or bushing there , plus it wasn't working properly. If you can , please explain that whole plastic piece to me. I know it works off the shifter but not sure about the washer or how it should be adjusted. I know it screws on a linkage to lengthen or shorten it , but that's about all I know. I know I don't explain things the best but im new to this.

That black plastic piece is the Neutral safety lever, and the bolt looks like the Neutral safety lever pivots on it.
I'm no expert either.
