1984 Evinrude 115 (V4) only cranks in forward gear. Where is the safety switch located?

I'm working on a Evenrude 115 and I both dropped the lower unit and replaced the tilt/trim switch so I had a lot of things apart. Now I'm putting it back together and the key only cranks pretty deep into forward gear. Shifting works ok. I'm having trouble trying to figure out where and what is the safety switch that tells it when it's in neutral and ok to start. Is it in the throttle controls or on the motor itself? Thanks.

thanks. I figured it out I must of pulled the handle in forward and then I forgot and put it back in neutral position.
