1984 evinrude 115 hp 25mph help?

Motor start right up, idle good, compression is 120psi in one side and 130psi in the other. To my little knowledge that is a good compression. The problem is that wont go over 25mph. As soon i move the thottle forward it will respond and move ok but wont go fast, wont go over 20-25mph. It will stay running at 25mph for as long as i want to stay in the water. Help please.
 
new boat and motor to you?what i am asking is has it ever gone faster?have you checked spark advance?is there a little cam follower in a slot on that motor?if so it is a steel roller covered with some king of fibre..the fibre breaks and leaves just the steel roller...the diameter is less and you do not get enough advance...you can normally find pieces of it down in the bottom of the motor cover...cheap fix and 5 minute job to replace...
 
My nightmare with this on my similar V4 was mostly attributed to a spark plug wire shorting out on the cowel.. Basically you wouldn't know it because the engine ran OK but was only firing on 3. Plugs partially revealed this issue however when run with the cowel off it ran right.

Moral of that story is they run OK on 3 cylinders so if the performance really seems wrong make sure you actually have spark and are running on all 4.

Also I had a bushing missing in linkage (of other things) as is mentioned above.
