1984 30 hp evinrude

my 1984 evinrude will run only when i use key to enrich carb with fuel.then at high speed will run good,as soon as i go to put it in nuetral it dies.also the throttle switch is broken inside throttle box,can this be fixed relativally easy?it will only start if ikeep enriching it with key and i can get it to run by tricking it with the enricher.plugs good, did the manual primer check,okay,new fuel and new tank and gas lines,also fuel filter is clean.any takers on this?thanks in advance paul

Your description of the problem indicates a fouled carburetor.

Remove, clean, and rebuild the carburetor.

anybody know if the throttle switch cable,(used to start engine) can be fixed easily with out replacing entire cable.also it seems like all the problems started when this cable came unattached from the lever used to rev up the engine when starting,please correct me if im wrong and thanks for your help!paul
