"Billy.... Sidestepping your question momentarily as I don't have the service manual in front of me, The problem you're having is usually due to a failed powerpack.
Having said that, it's a very good idea to always have a spare powerpack in your boating tool box along with the tools to replace it. Powerpacks can fail without notice which can really ruin an outing. I'd suggest that you purchase a new pack for this reason and install it as a test to either cure the problem or emliminate the pack as being the problem.
But first, disconnect the push kill button on the engine to eliminate the possibility that it has shorted out. Remove the black/yellow wire from the powerpack temporarily to eliminate any possible shorts within the wiring harness.
If the engine is electric start with a key switch, unplug the wiring harness at the engine to eliminate any possible shorts within the instrument wiring harness. A shorted igniiton switch can be tested simply by disconnecting the black/yellow wire at the switch.
