1984 15hp evinrude sluggish

First post...
Just purchased motor over the weekend. Mounted on my 14ft aluminum boat. Seems like it is sluggish coming out of the hole like it might be running on one cylinder then both kick in finally. Runs good when opened up and planed. Starts easily. Thinking it might need some carb cleaning. Any other suggestions? I thought I would through some new plugs at it. The electric start does not work as well. Would like to fix that portion. Looks like it could be a good motor though. Any thoughts?

Put some new plugs in and add some seafoam to the tank. Have you checked /changed gearoil? Do you know how old the impeller is? Pull all the connectors apart and clean with electrical cleaner. Wire brush all the lug connections, battery terminals ect, Sand all engine grounds metal to metal then see if the starter perks up, make sure the battery is fully charged and everything is hooked up correct then connect the battery.

Did add about 4 oz seafoam to the tank. Changed the gearoil. Impeller is 3 years old, still has a decent stream, but should be replaced. Are these decent outboards? Thought about buying a 4 stroke, but see issues with those too. Hard to beat the power curve of a 2 stroke.
