1983 vovlo pente single barrel wont start without starting fluid

i bought this boat it started up for me right before winter . brought it out of storage it would not start without starting fluid it would idle and run without misssing a beat. i am mechanically inclined , dont want to pay someone to work on it when i can do it myself. i am thinking it is the carb is bad .
 
Sounds like the accelerator pump is bad yes the carb needs rebuilt. Pull the throttle cable off the carb and see if fuel shoots out of the nozzle on the top of the carb when you pump the throttle. What motor and drive are you running?
i have already done that .the motor i am not sure . the drive is inboard out board thanks
 
Before I had the issue with it not starting I did the procedure with the fan and then turn the key that was pretty much it . Now I used starting fluid to get it started I have only did this a hand full of times . I haven't had the boat in the water due to starting issues.
 
Fuel does squirt out the tube when I push on the throttle .

If operating the throttle activates the accellerater pump, that alone will enrich the fuel/air mixture prior to start up.

In order to prime the carburetor fuel bowl, you'll need to cycle the mechanical fuel pump by turning the engine over several revolutions....... or you can prime with a chem bottle via the carburetor's vent tube.

Try to avoid using starting fluid. It flashes too early and uncontrollably, and offers zero lubrication.

I have turned the motor over prior to using the starting fluid and. Have used gas that has caused issues . I will buy a new carb and fuel pump
