1983 Mercury 80hp constant flooding

I have a 1983 80hp mercury 2 stroke 4 cylinder and the carbs have been completely rebuilt and cleaned and vacuum tested. My issue is the lower carb is leaking gas out of the main jet and little jet at idle and low throttle. Also leaking out of the main jet in middle of carb. Float works and needle works the valve closes when float comes up. Fuel pump diaphragm has no tears and is in good shape. I don’t know what else to do.

Racerone I took the carb apart and put it back together twice, only difference I have in the lower and upper is a different float. But it’s functional when there is no gas in the bowl. Not sure if it’s working with gas but vacuum testing the carb is working. Any other ideas? Should I try and get a matching float?

To anyone who is wondering or having the same issues. Don’t buy Amazon carb parts. Massive difference in float size. Ordered OEM will update if it works.
