1983 Mariner 5hp choke issue

Got a 1983 Mariner 5 hp outboard and dinghy with the sailboat we bought last year. Engine ran fine last summer but whenever I would start it, I would need to turn the choke dial to the left. This is the only way it would start when cold. Figured this was the choke full open. After letting it warm up a minute, I could turn the choke to the right about 1/2 way. Any more and the engine would die. Figured I would check it out before I used it this summer. Pulled the cover off, and took off the air filter? When I took the filter off and turned the choke dial to full open, it would move a cover covering a hole in the carb (i think, don't have much experience with engines) and the hole would be fully exposed. As I turned the dial to the right, closing the choke, the cover would move over the hole covering it up.
Is there an adjustment I need to make to the "idle adjustment" screw or the "fuel mix screw"

The choke (hole) must be all the way open to run the motor after it warms up. The idle mixture adjustment screw probably needs to be opened up 1/2 turn (CCW). See this regularly now thanks to ethanol gas (that has less oomph).
