1983 Evinrude 15 hp testing in tank

Hello,
When testing the motor in the tank it will not rev very much in gear or in neutral. The throttle handle will not turn to the left to fast. I tried putting it in gear and turning the throttle to fast with the engine off and it still would not turn to fast. Is this a safty or is something wrong ? Please respond. Bill

Even with the engine not running, the engine must be in gear in order to turn the throttle all the way to fast....... a safety feature.

The throttle will not turn to fast while running or not running while in gear. Why would that be ?
