1983 Envinrude 10 elctc start problems

I have a 1983 Envirude 9.9 kicker motor. It won't turn over. I have pulled the starter and it works and replaced the solenoid but with no luck. The old solenoid would click but nothing from the new one. I have rechecked the wiiring to the solenoid and it is correct. It almost acts like it is stuck in gear but when I take it out of gear the prop can be spun, when I have it in gear I can spin the prop with some effort. In gear when I turn the prop the motor and fly wheel does turn. In either case it won't turn over. Any idea's or do I pull the gear box out and check the linkage?
 
This is remote control and factory original remote electric start ?-----Or a accessory kit installed at a later date ?
 
Does the motor turn over normally with the pull rope? How is the condition of the lower unit lube? Be careful not to turn the motor backwards.....why? You might mess up the water pump impeller. They are able to reverse a finger or two and stay in that position. Water flow will then be impeded causing overheating.

The motor does not turn over when I pull on the rope. The pull rope does not move and is locked. No it does not have a red plug on the wiring harness. The lower unit gear lube is in good shape and has been changed at the end of each season.
 
If it isn't the safety system on the pull rope, then it could be rust in a cylinder perhaps from a leaky head gasket. What do the spark plugs look like? Also when you drained and replaced the lower unit lube last fall, was there any wear particles or moisture signs? Normal color?
 
The lube was normal color and the spark plug looks good. Just a thought and this weekend I pull it apart, but could the pull rope mechanism be jammed and causing the issue?
 
Sure, can you turn flywheel by hand easily with plugs out? Always turn clockwise looking from top. The flywheel will not be engaged with the Bendix unless it is jammed. That is readily visible. Was it ever overheated?.....run on non mixed gas?

No it ran fine. But a plastic connection that attaches to cable to the console control and the shifter broke. That piece has been replaced. Today I will take apart the rope pulley and clean it and try and get that working. With any luck I hope to get working and started manually. If that works then it has be something electrical right?
 
Perhaps throttle is too far advanced and on some models the recoil is LOCKED so it will not work.----Or perhaps that is not assembled correctly.
