1983 50 HP 2 Stroke Carb Issues.

I have a couple issues with the drive ability of my engine. A year ago I rebuilt the carbs which are in very good condition.
Issue 1. Its start pretty easily and idles well in start up mode however ,even after I let it warm up, when I head out and try to give it full throttle it only speeds up to maybe 50% speed. If I leave the throttle full open it stays at 50% for quite a while then all the sudden will surge up to full speed. After that I will not have the problem again for the day even if I shut it down and start it up again later.
Issue 2. After I have been motoring for a while and need to slow down or idle the engine will eventually die out and will not hold idle speed and then may be a little hard to get started again.
Whats up with that?
Any ideas out there?

Carb idle adjustments are way off. You need to adjust them, warmed up and in gear (boat on trailer o tied to a dock), then add 1/2 turn OUT (CCW).
