1983 402 recoil starter pawls not engaging

I've taken the starter apa

I've taken the starter apart and cleaned the old grease off everything. The pawl retainer plate spring was broken so I replaced it where I thought it was attached. It rotates the retainer plate to retract the pawls. I can't get the pawls to stick out when pull starting. How does the retainer plate rotate when the spring holds it back?
