the stator, charge coils and rectifier can be tested with an ohm meter without removing the flywheel, but it is best to take a look with the flywheel off. Your 83 model has 2 different type of stator/charge coils, a 1 piece unit and a 2 piece assembly. The only way to change them is with the flywheel off. On my 83 40hp, one of the wire clamps broke loose under the flywheel and took out the charge coils, it was stuck to the flywheel magnet and kept wackin it. To remove the flywheel look for the 2 bolts with split washers on the head, 7/16 I think, in a circle around the main nut. Put a puller on those 2 with hardend polts, use good bolts so they dont strip.....jb
