1983 35ELCTS wont stop running with key switch

"Hi all.... 1983 35ELCTS wiring harness under the cover was shot,key switch was old and loose,and solenoid was bad.....ordered parts from here...replaced harness,key switch and the starter solenoid... it starts up fine and runs good just cant get it to turn off with key swith or with the kill swith on side of OMC control box(with red lanyard)....I have to disconnect gas line and let it run out of gas or choke it to death.....any ideas on which wire I messed up.....or if some one could explain which wire grounds the ignition to kill it.... thanks in advance for any help....."
 
Kill circuit is as follows:

Kill circuit is as follows:

Black ground wire from powerhead to powerpack. Black/yellow wire from powerpack to raised "M" terminal of ignition switch. Black wire from other reguilar "M" terminal of ignition switch to a known ground.

Key in OFF position.... the "M" terminals of the ignition switch are connected which grounds out the powerpack resulting in no ignition.

Key in ON position.... There is no connection between the "M" terminals of the ignition switch which eliminates the kill circuit resulting in having the ignition circuit engaged.
