1982 Mercury 18hp 2 stroke

No water from the telltale. Replaced impeller, confirmed fins are facing correct direction. Put it in a barrel last night and still no telltale water. However, a pretty good flow of water was coming from the area I've marked in the picture....Any ideas? I'm thinking the water tube seals are loose at the top, since the tube fell right out when I did the impeller change...Any and all help would be appreciated, this is my first boat and I'm ready to get out there.
 
I's common for Tell Tales to get clogged up.

Is the power head getting too hot? If you can put your bare hand on the exhaust plate it is not.

Replaced telltale also. First timer here, where is exhaust plate? I have only idled in a barrel for a few minutes out of fear...i don't want to destroy it before I can even use it.
 
The exhaust plate is on the left side of the motor.

When that water tube "fell out" are you sure you stabbed it back in correctly? Also, it's possible the rubber seal at the top of it could be burnt, allowing a leak.

pretty positive, triple checked but it was loose in there and I was careful when installing lower end, to ensure it didnt fall out again. I've read to try Permatex #2 when installing for a fix without having to remove the powerhead, any thoughts on that?
