1982 Evinrude 15hp thermostat replacement

I bought a 1982 15hp Evinrude and it runs very cold. Pulled head cover and no thermostat. Ordered thermostat, thermostat seal, seal retainer, and spring. Does the seal go around the large flange of the thermostat or just fit against it? The seal retainer resembles a chevy valve spring cup. Which way does it face? The parts diagram and service manual aren't clear.

The black rubber seal will have groove in, it the thermostat flange fits in there. The metal cup fits against the rubber seal to prevent the spring from tearing it up.
