1982 75 hp rude deadcylynder

my mech has cleaned the carbs replaced the coils replaced the headgasket resurfaced the head cleaned the reeds replaced plugs and swapped carbs around and the top piston will not fire also replaced all fuel lines and put a water seperator on it the motor is also bored 20 over prior to me buying any ideas what to check next
 
With spark plugs removed, spark should jump a 7/16" gap with a strong blue lightning like flame... a real SNAP! Does it?

Compression should be over 100 psi and fairly even on all cylinders. Is it?

If the above two areas are as they should be, either the carburetor is not getting fuel supplied to it... OR... the brass high speed jet which is located horizontially in the bottom center portion of the float chamber is fouled.

The high speed jet should be cleaned with a piece of single strand steel wire as solvent just doesn't do that cleaning job properly.
 
this is supposetly a good marine mech shop was recomended by several different people has good spark and swapped carbs and is getting fuel compression was 130 124 128 respectfully and past the leak down test they are talking about going deeper into the motor I'm a fair wrench myself and I cant see where going into the block will help that being said I' not a marine mech. I'm in the daytona area and am thinking about pulling out of there an taking it some where else but honest reliable shops are hard 2 find it won't idle but will run revved up they determined that the top cyl. was not working by putting there hand over that carb and it didn't change how the motor ran at all but did on the other 2
 
Look into the crankcase compression for #1 cylinder.----Put a timing light on it and see if # 1 is firing at the right time.
