Had the same symptoms last year with my 88 175. The problem turned out to be the stator (part winding fault in one of the coil packs). Another very possible problem could be one of the two switchpacks on that motor. These kind of have a limp home circuit where the motor will run on three cylinders just to get you home if they fail. I would check to see if they are all firing.

I agree with Doug. I have twin 1992 175's and one wouldn't get up over 3000 rpm. I read my manual that I bought and it suggested to change the stator. I bought a used stator for $50 and it hauls butt now. Like a new engine. I can barely keep my boat on the water now. Haha!!
Anyway, try that. Also the coils can be another culprite and cheaper than changing the switch box."
