1981 Evinrude 60 and Control box

Re-installing the cables from the control box to my outboard and for the life of me I cant get them hooked up properly. The lever and cables have full movement when disconnected so its not them, when I connect them I can only move the lever forward a couple of inches. With the lever in the neutral position where should the throttle and gear selector be positioned on the engine to connect the cables?

Motor must be running or someone must turn the prop if you are going to move the big lever !

The big lever as in the one on the control box or engine? So if I hook them back with the main lever on the control box in the neutral position and then run my engine it should work fine, is that what you are saying?
 
The motor must not be shifted when it is not running or prop is not turning.-------Clutch dog in the lower unit will not engage properly !!!

Right, so again have the Lever on the control box in the neutral position and the motor control in the the neutral position then hook up the cables and it should be good, correct?
