1981 Evinrude 35 hp cranks won't start

I got this motor and the wiring was shot. I replaced the wiring harness and the starter solenoid. Motor cranks getting gas, but not firing.Fuses are could. I am wondering if it would be the power pack? I don't want to keep just putting parts in it and have nothing in the end.
Thanks for any help. This old Devil Dog of a USMC is at a lose.

"Not firing" does that mean no 7/16 spark on both cylinders? Check power pack ground?
 
Have you tested spark ? Use a spark plug gap tester to determine if you have good clean spark. Have you checked compression with compression tester?
