1981 Evinrude 25hp Throttle Control Gear

Hey guys, I have an 81 Evinrude 25hp and need to replace the throttle control gear as the housing part of this gear which receives the control lever & pin broke. My question is this; is there a way to replace this throttle control gear without having to remove the power head and lower cowling, or not having to remove the steering bracket? Your help is appreciated.
 
Racer will know but can you remove the lower swivel bracket engine mounts from the tube and unbolt the upper engine mount nuts and slide it off?

Just to clarify, there is nothing on the steering bracket that is broken. It's the throttle control gear that it broken. Also, I did recently replace the steering pilot shaft by way of removing the steering bracket and that was a major pain in the butt, particularly when putting the bracket back on. Given that experience I can say for sure that you cannot remove the side engine mounts with the steering bracket on as there is only access to one of the mount bolts. I was hoping there was a way to replace the control gear without having to remove the steering bracket.
 
That and the pilot shaft that goes through the transom mount is bolted to the steering bracket. I may just have to jerry rig it, which I don't like to do, but it'll save time and money; potentially.

Remove the two lower brackets items # 17 and 25 and pull the throttle shaft off of the side of the motor then pull the three nuts and washers 3 #27-28 and lift the motor off of the steering bracket then you can replace the throttle gear #83. Just be careful once you pull the three upper nuts it may want to fall of by itself maybe just loosen the center nut and lift it up off the sheering bracket?
