motor sat for years ,in the test tank it starts right up when I put it in gear and throttle it up some then throttle back and the idle stays higher than it should

Two things come to mind. First check all mechanical linkage to make sure everything is moving asit should. Maybe spray wd40 at places where they move. Second , if a motor is running lean it will increase rpms .check mechanical linkage first then consider going through entire fuel system from pickup tube to carbs, check every thing.
