1981 40 HP Cooling Question

"When I feel the water stream

"When I feel the water stream coming out of the engine it is very warm and after I stop the engine the last of the discharge is hot. I don't remember the stream being that warm. Is this a sign of a blockage or a weak impeller/thermostat? and does this engine have a temperature alarm?

"water pump should be changed

"water pump should be changed every 2 years. No thermostat or poppet valve on my 83, 40hp. remove lower unit and check pump, if there is a part missing it might be up in the engine somewhere. mine never gets that warm on the pisser"
 
I took out the impeller and it

I took out the impeller and it is in bad shape. I've lost a blade from it. Where do I start??? Does this mean I will have to pull the head find the lost piece or are there some other tricks I can use?
