1980 Johnson 85 horse issues

Under the fly wheel is the timing advance plate and it moves to hard for the throttle to pull it i have tried working it back and fourth and oiling it but won't get loose enouph I feel I may have to pull the flywheel and clean the inside out but if I do will it effect my timing will it have to be reset or can i pull it clean under it and throw it back on

Pull it, clean it and put it back on. Just don't change any adjustments.
