1980 Evinrude 70 horsepower help adjusting idle

Hello I need assistance in obtaining the information on how to properly adjust the idle speed on my 1980 70 horsepower Evinrude outboard motor. Can someone please also tell me how to properly adjust both cables, and what the proper rpm setting is for the engine. I'm very lucky for once as this engine has extremely low hours on it and is new on the inside. Also if anyone knows what is the part number and the parts name of the piece of plastic that attaches to the end of the cooling line exiting the lower cowling. This is sometimes referred to as the pee stream. I'm looking for the plastic piece that snaps into the lower cowling that the drainage line hooks 2 coming out of engine before exiting the cowling. Thank you
