1980-81 Mercury 9.8 help

Hi all, having some issues with what I believe to be a 1980-81 9.8. SN:5542911. Carb stamped: MERCARB, (TILLOTSON on fuel inlet) and fuel pump housing stamped 1364-4929.

It doesn't like to idle down and developed a misfire/sneeze at lower RPM's.

What I've done:
New plugs
New Wires
New Coils
new fuel hose
Cleaned all grounds, replaced cracked and rotted wiring

Some symptoms I've noticed:
With the plugs out and held to the block for ground I get a very good consistent spark on the lower cylinder. The upper sparks sporadically. That plug often has more oil residue left after running.
I have a plug tester (both inline light and gap test) on the way, so I will give them a go, but it seems like I have weak spark on the upper cylinder.

Currently, I have the stator off and the carb apart. I "cleaned" the carb last year but it was a quick job, reused gaskets, no cleaner. This time I will soak and really clean it, and I have some gaskets on the way. I'm confused on the gaskets, the part numbers don't seem to align with the part diagrams so I ordered Mercury 1395-9027 as it looks to have everything. No mention of MERCARB on any part lists, can someone confirm what the gasket kit is?

For the stator, I measured the leads in the picture below and they both report 835-840 ohms. I believe that is in spec, per this chart. http://www.outboardignition.com/page39.asp I haven't measured the trigger yet, I guess I'll have to cut the leads to the CDI to do so? (they feel like bullet connectors with shrink wrap over them)

Sorry for the long post but there's a lot going on and I'm not sure which direction to take. I think the clean carb with a fresh adjustment and then testing the spark will tell more, but I can't help but wonder if the CDI box is going to need replacing. Any advice or opinions on where to go with it is appreciated.

There could be an issue with crankcase compression.-----Bottom crank seal or reed valves.

Thanks, is it even possible to do a leakdown test on the bottom end while the powerhead is attached? Any other way of testing for this issue?

Also, would faulty seals or valves not cause a problem at higher RPM? The motor seems to make plenty of power at the top end and runs well (for its age) at that speed. It easily planes a 10' dinghy with two adults.
 
Also, does anyone have the documentation for a carb rebuild? It seems like a straightforward unit now that its apart but before I put it all back together I want to make sure there's nothing special that needs to be done as far as adjustments
