1980, 2-Stroke Mercury 40

I have a 1980, 2-Stroke Mercury 40 that I got on an old bass boat. Changed plugs, impeller, fuel filter, most of a carb kit and all fuel lines. I have a new tank and fuel line with bulb from Walmart. The problem I have been having is I can see the fuel in the filter being replaced with air until it stalls. I can keep pumping the bulb to keep it running and the bulb is mushy. It didn't seem right to me, but I know pumping the bulb usually means a fuel pump, so I rebuilt the fuel pump with the diaphragm. The problem persists. I have tightened and added tape sealant to every fuel line connection. The gas cap is loose so there is no vent lock problem. I took the fuel filter out of the system and confirmed that is not the problem. In desperation I have taken a water hose and flooded each fuel line connection from the fuel pump to the gas tank to try and block air entering the system with no luck.
I haven't been able to run the motor without the bulb to prime it before starting. Even though I flooded all the joints around the bulb I think it must be faulty?? Is there any advice for figuring this out? It seems so simple to me but I am clearly missing something.

The fuel pump is driven by crankcase compression.----Have you looked for issues there?-----Post the actual cylinder compression values.----That may offer a clue.-----Does spark jump a gap of 3/8" on both leads, yes or no ?.-----Checked reed valves ?
