i need help installed new water pump it still wont pump ouit inspection spout dropped leg check everrthink is still good the impeller was installed right no broken or burnt vanes

Is the water tube in the PH on one end, and in the LU on the other? Also, does it get warm (Tell Tale could be plugged)?
