1979 Evinrude has no power

I Just Bought a 1979 Stuery Bo

I Just Bought a 1979 Stuery Boat with a 115 hp Evinrude outboard and It Doesnt Have The Power It Should Have.I Was Wondering If There is a setting for the fuel and air mixture screws?The Guy before me had the cover off the carb and the front linkage is missing but i think he has tried to turn mixture screws?Any Suggestions Thanks

Is the Linkage inside the fron

Is the Linkage inside the front case of the carb just for the automatic choke or do i need to replace it.It is all missing only thing inside is butterflys but choke does work manually.

"I Have a problem with my trans. also Have an electric shift, is it real hard to change solenoids in lower unit if this is the problem?I Checked the wires to the switch and still nothing it is just stuck in the forward position with no neutral or reverse.Maybe solenoids?Clutch Dog? I Dont Know a Lot about outboards,just going by my manual.thanks"
