I've got a 1979 mercury 40hp engine. When I put the engine in gear and idle and throttle up the throttle housing on the engine stops about 1/4 inch from the throttle stop screw resulting in the boat only traveling at 7 mph. While the throttle is still full on the controls you can turn the throttle body on the engine and reach maximum speed and rpm at around 23 mph. after reaching that speed the throttle stays at that point but as soon as you throttle back down and try to throttle back up the throttle body mechanism does the same, stopping about 1/4 inch from the throttle stop screw. Any ideas what could be causing this? Stretched cable? adjust linkage? Any help would be appreciated
