1978 Tilt motor wiring please

Hi, I just found a 1978 Sun Ray resting in a barn, after some elbow grease and patience (gotta love points) it's running however the tilt doesn't work.

I know the clean all contacts mantra, and I will, but being an old muscle car mechanic I want to troubleshoot from the front back
so I see the motor has 2 wires...how does it work?
is it postive one side negative the other,,,and reverse to reverse dirction?
how does it stop (simply cause it cant go no more and just hums?)
mine makes no noise at all just the selenoids clicking
I plan to make a pigtail tester that I can plug directly to the battery eliminating the selenoids and wiring to the dash ext. if the motor works then |I will know the problem lies elsewhere

one more thing, there is a wire that hangs out of the sterndrive ,,whats it for? a magnet? and where does it connect (its just swinging in the breeze right now
 
green is down
blue is up

motor chassis is the ground path

that's the same colour code for trim or tilt on any boat...green= grass. blue = sky

bare bonding wire, aside from that, there are no wires on a 78
 
Without pic i would hazard a guess, the wire goes to the very top of the drive to ground the drive. Under one of the top plate screws. See a cutout on the top plate ?
