1978 mercury 80 hp starting problem

"motor has proper voltage and

"motor has proper voltage and turns over great,no start.all plugs firing.can put starter fluid in carbs and it starts right up.after running,you can turn motor off and it will start up great with no help.after boats sits for a bout an hour you have to use starting fluid again to get it started.any ideas would be great.thanks in advance.Bill Felder"
 
make sure carbs are clean.

make sure tank vent is open.
make sure bulb is pumped till it is hard before you start.
