1978 Mercruiser 140 Rebuild issues

I picked up a "rebuilt" 1978 Mercruiser 140 short block. Problem is I couldn't get the crank to turn so I disassembled the block. once I loosened the main bearing caps the crank was free to turn. Once I torqued them back to specs the crank was solid again.

Whats going on here?
