1978 johnson seahorse 70 hp

I have a 1978 johnson seahorse 70 hp outboard. I took it to the water it crank fine and idled great. When i went to take off it it, it bogged itself out and wanted to quit so when i put it back in nutral it ran fine. so i brought it back home to the carbs apart cleaned everything from the high spped jet to the fuel bow on it and then blew it off with an air hose. when i got the carbs hooked back up on the the motor and went to start it up it would not turn over. i have checked the fuses and cables made sure everything was grounded good but it still will not do anything. I am out of options and i am stuck is there anyone who can help me out and answer my question. thank u

wiggle the control handle IN NEUTRAL and try again. Need to eliminate a problem with the neutral safety switch first.

Does the choke work?

There is a fuse in a little rubber fuse holder on the top, port side of the motor. Check this fuse.
