"I have a 78' 15 HP Johnson Outboard that keeps stalling when I throttle up.

It will continue running if I pump the bulb.

Installed a new fuel line, and tank seems to be holding pressure.

Could this be an issue with the Fuel Pump?"
 
yes most likely if it runs fin

yes most likely if it runs fine if you pump the primer bulb it will be your fuel pump because when you pump the bulb you are acting as a manual fuel pump.
 
Make sure that the vent on you

Make sure that the vent on your tank is open and not plugged. I just had the identical problem when I put a newer plastic tank and line on my 10 hp Johnson. I had tightened up the vent when I transported the tank and never loosened it when I filled it with fuel. The motor would run for 20 seconds and then starve. Opened the vent and runs like new.
