1978 Evinrude 9.9 electric start

I have a 9.9 electric start and pull start evinrude engine. The pull starter spring disconnected- mechanic put it back together- now the electric start will not work- I saw a post earlier on this i believe that this post, it could be in the handle start position but cannot find said post,.. I just bought this motor and recerone answered questions allready on it- as i was torn between this one and an mercury. But back to evinrude any answers on the electric start issue. Thank you all
 
On some motors I have worked the pull start has a safety catch,When installing a elec start aftermarket that safety catch has to be removed or the starter cant turn the flywheel.The safety catch should be by the shift rod under the cowling. a plastic piece that stops the flywheel.
What year is the motor??
 
There is a switch that is activated by the shift handle ( if factory installed ) ------it must be in nuetral in order to crank it over.
 
Thank you both I will look at it in the a.m. I think that it would be the neutral safety switch- to bad that cant be disconnected.
