1978 Evinrude 70 constant flooding (maybe)

Hi there, I couldn’t find my specific issue.

I have an Evinrude 70. It’s incredibly hard to start, and I haven’t managed to start it in a couple of weeks.

My best guess is that it floods very quickly. The spark plugs aren’t too wet. The filter is clean. There’s no excessive wetness on the engine.

It turns over, and turns over, but won’t catch. I’ve tried YouTube tutorials to clear flooding (disconnect fuel at engine, no choke etc), and it does clear after a few tries, turns over for 5-ish seconds, can’t get it to stay running. I then hook the fuel back up, tried with both onboard tank and external 6 gallon. It briefly starts, then just stops after a few seconds. Back to trying and trying, it’s like it’s instantly flooded again.

I’m very new to this. Beginner answers appreciated. Thanks in advance.
 
Does spark jump a gap of 1 cm or more ?----Post compression test numbers.----Charge the battery.----Have battery load tested.----Take starter apart for inspection / ohm test on armature.----No money spent so far.
