1978 Evinrude 35 lower unit

I just purchased a new lower unit seal kit for my 1978 Evinrude 35 HP. The kit came with 2 different drive shaft seals, 321928 an 332261. The gear case diagram for this outboard shows it having 2 - 321928 seals. The difference in the seals is the height. 321928 (H=0.250) and 332261 (H=0.195). Is this correct to have 2 different seals in this kit? If so, which one gets installed closest to the bearing?

Never saw that before, it should take 928,s back to back. Prop shaft seal is ...453 (two back to back) ....(never tow boat with transmission in neutral or you'll be replacing the outer seal there. Inner lubed with grease, outer lubed with water. You would be surprised how many of my customers don't know this).

Clarification: Tow in this case means on a trailer. Prop will windmill. Towing in the water when broken down is ok.
