1978 Evinrude 35 HP water pump keeps blowing

Hello! I am new to this forum and a novice with boats/engines..... I have a 1978 35 HP Evinrude electric start, short shaft engine (not sure of the model number and can't seem to locate it) that I keep blowing the water pump on. I mainly run on slow no wake lakes so I idle this engine a lot. When it runs it will "cough" occasionally on idle and it doesn't seem to "pee" a whole lot either. It is difficult to start after sitting a couple of weeks of no use. When I do get it started the engine races and blows the water pump. Any thoughts as to why I keep blowing the water pump? Am I doing something wrong on startup? Any other parts I should consider replacing as well? I work on my own vehicles so I am going to tackle this myself. Any other thoughts or words of wisdom? What do you mean "blow" water pump? It just stops peeing water? Is the impeller shredded? If its submerged in water it should be lubricated enough by water to keep from disintegrating unless there a restriction at the water pickup screen. When you fixed the "blown" water pump have you changed the whole assembly or just the impeller?
The Model number should be on the engine mounting bracket on the transom.
The racing sounds like the throttle advance is engaged. Start with the cover off and look to see if the linkage is stuck all the way forward.
 
By blown I mean it just stops peeing water. I have always started it in water, never dry or with muffs. I haven't inspected the water pump/impeller since it failed a couple of years ago, but the symptoms are what they were in the past, stops peeing water and then the motor stalls and stops. I have taken the motor in to a repair shop in the past so I do not know what they did to fix the issue. It has always been the water pump is what I have been told. I will check the water pickup screen and I plan to replace the whole assembly and not just the impeller. Thanks for the insight on the throttle.
 
Simple , when you wind it up in neutral the water pump sucks in a lot of exhaust bubbles and not water.------That is why the thing does not show water out the tell tale.--------If it will not run slower for warm-up you need to fix what is wrong !!
