1977 evinrude 9.9 cooling question

I have a new to me 1977 evinrude 9.9. My question is, upon cold start up I noticed that it wasn't pumping water out of the pee hole. Should it pee when cold or only after the thermostat opens. Thanks for any help.

Should be water comming out whenever running.Is there water comming out the hole in the rear of the exhaust housing.

A" new to you " motor needs a new impeller.-----Starts peeing 3 seconds after motor starts.------Water from the pee stream does NOT circulate through the block or near the thermostat.
