1977 evinrude 25hp stuck in reverse

I have a 1977 evinrude 25hp motor that I can drive across a lake stop put it in neutral shut it off then when I start it back up put it in forward I actually go in reverse then if I put it in nuetral it stays in reverse if I drive It in reverse for awhile and monkey around I can get it into forward. so far Ichecked the lower unit fluid and it looks fine no water took off the oval plate on the side shifted it and spun prop at same time everything looked tight while I was doing this I heard a double click sometimes when I put the shifter in forward or reverse.....neutral never was a true nuetraL I don't think(prop didnt spin freely) and now its stuck in reverse again any ideas? thanks in advance. also can I by-pass the plastic mechanism at the top of the motor when its in forward so it will start in gear or is this just a bad idea because I wanted to take it fishing for the weekend.
 
Is this motor a tiller controlled or remote control? Did you check the shift linkage connector on the side of the exhaust housing. I think that is what you meant by you checked the small oval plate on the side. I have had this linkage give me trouble before, slipping. If it is remote control, unhook the control and operate the shift handle manually to see if it is your controls or your actual motor.

Its manual and yes I removed the oval plate where the linkage is at everything seems fine.
 
If you have verified that the shift linkage is working properly from the shift lever to the lower shift rod, as you state, then it would be logical to suspect that the problem is in the gear case.
 
If the problem is in the lower unit where do I start? what can go wrong to make it do what it is doing? thanks in advance.
 
There is a notch in the lower shift lever section of the rod and the lower screw must pass thru that notch to be fully seated.
 
I just bought a boat with this motor and I am having the same problem. I am having a huge problem getting the lower unit off. Also under the plate there is a 2 screws with two rods one might have slipped because I see some new brass on one of the polls how do you fix this? Also Ware are all of the screws to get this thing dropped and the lower unit if from the motor down correct. :`(
