1977 Evinrude 175 V6 Fuel problem

In 1986, I bought a used runabout 19' boat and rebuilt the outboard engine. It ran strong until 2013 and would not start. I had no spark and replaced both ignition modules in 2013. It then had a strong spark and would fire up for a short time (10 seconds or less) when I sprayed a mixture of oil/gas directly into the 3 two barrel carbs. It's a 2 stroke, that runs on oil/gas mixture.

in 2014, I struggled to find out what the problem was. It seemed to not get gas to the carbs.

so, I replaced the following:
starter motor
both fuel pumps
squeeze bulb
fuel lines
fuel filter
Drained the old gas and replaced it with fresh gas after sucking out the old fuel

all of these are Evinrude factory parts. Why isn't the gas getting to the engine?

is there a filter screen in the carbs? What else can I check? Fuel pressure? The marina nearby is extremely expensive for labor.

I took the cover off the carbs and it looked very clean. Is there a filter screen on each carb? Some cars have a fine brass filter at the carb, and others do not.
 
Did the carbs? Be more specific.
the bowls look clean. I don't see a drain or a filter on the carbs. Other than a fuel pressure gage, how do I know gas is getting to the carbs? Spray fuel in the venturies and it starts right up.

Fresh fuel, but there was some old gas flowing in the carbs before draining the tank. One carb at a time, I removed the drain at the bottom and pumped the bulb. New fuel flowed through the system and drained out. One of the carbs had no or little fuel flow. I think the float is stuck closed. AHA! I removed all 3 carbs, and in the process of cleaning and rebuilding them. To be continued...
