1977 Evinrude 15hp no spark

Im working on a 1977 15hp Evinrude manual start. (15R77M) that has zero spark in either cylinder.
Compression 1-98, 2-96 (cold compression hasnt run, yet)
Engine sat up in a shed for 10+ years. I believe it has never seen salt as it is in very good condition with no visible corrosion or "whiting" of gaskets, seals etc.
I received the engine and hand turned the crank slowly with lubricant in the cylinders with no issue, binding etc.
A mouse or squirrel had eaten away some of the wiring and that paired with age and cost, I swapped all ignition components:
New:
Stator
Trigger
Coils
Plus
Power Pack

Tested the kill switch for ohm, I dont remember the resistance but it had none when open and with the button pushed it did give a reading.
I tested the gear selector, first confirming that the prop was engaged in each motion and unengaged in Nuetral and tried to start in each gear thinking maybe there was an alignment issue. no spark

Im at wits end. I did install trigger to factory clearance and confirmed the part number of the flywheel to make sure it was correct.

Any ideas??

Double check all electrical connection, make sure is properly wire, make sure the stator is making power, double check the ground
 
Check your spark with an open air gap spark tester set at 7/16 ". If it won't jump that you still have problems in the ignition system. As a guess I'd say a bad pack. JMO.
