1977 evenrude 35HP, turns over weak......

Hey guys, I've been working out a few bugs in my boat and thought I'd fixed the problems, I am having a problem with the motor turning over real weak but every once in awhile it will turn over strong enough to start it up but thats once in every 15 - 20 trys....... I've cleaned up most all the possitive and negative connections, the battery is fully charged everytime, I just don't know what else to do.....
Some one told me that it could be the starter going out, can a starter just turn over slow........ I always thought if the starter was bad it just didn't turn.......
If any one knows a lil about this I need some info on what I can do, and maybe how to purchase another one.... Thanks.....
 
Those starters are easy to check out.-----------------From commutator to shaft should read infinity.----------------I install new brushes all the time ( a mere $5.00 )-------If shorted to ground they will crank slow !!
 
I'll take look at the brushes, DO I have to take the starter off to do this.......
I just pulled out one of the plugs to see if it would turn over easier and yes it did, it turns like it used to....... Does this mean any thing else or those this still show that the starter is bad...... I know nothing about these motors or starters.....Thanks.....
 
By removing the spark plugs you now have no compression so of course it will turn much easier...it has no resistance.
 
Ok thats wht I thought just wanted to see what someone with experence had to say.... Now about the brushes how do I do that and how do I find new ones, can I get them through any parts store or does it gotta come from a marine store....
 
I get them next door from a starter alternator place ( $5.00 a set )-------------Starter is easy ------the 2 ends are marked but you might want to mark it for your self to get correct assembly------------2 bolts and it is apart-------------Measure continuity ( ohmmeter ) from where the brushes contact and to the shaft ( should be infinity )--------------install new brushes if good.-------------You might have to make a " special tool " to assemble and it consists of a piece of thin metal (4 " by 4" ) with a slot cut in it.-------Hold the brushes in place and drop the top back on.
 
That thin metal will come in handy next time I mess with a starter I have take it apart put it back together already, It wasn't easy but I got it useing a small flat head......
The starter is bad , I took it to a lil shop that only works on alternators and starters, he looked it over and said I need a new one ...... So I've got him over nighting it ......

ok I put the new starter in and it did sovle that problem......I got the motor running and went out fishing for about 2 hrs, the motor ran good like always BUT it just shut off while idling, I tried and tried to start it but it bog down and never idle up like it should. I checked all the fuel line which are NEW and gas is getting to the carb. just fine. I took the carb off and took it apart to see if there mite be some trash in it, but didn't see anything, it looked really nice and clean in side, I put it back together and put new plugs in and still the same,
It seems like it's starving almost, ( my truck was doing some thing similar to this and new plugs solved the problem) could this be lack of enough spark to get it to fire up strong and keep running?..... If so I need help looking up the proper coils and power packs , I've looked on here and found similar items but the pic's don't look what my parts look like....
