1976 Johnson 25hp HELP PLEASE MOTOR DIES

HELLO ALL. I HAVE A 76 Johnson 25hp rope start outboard. I'm having a problem with the motor running out of fuel only at idle and I have to pump the bulb to keep it from dieing. Now the motor runs fine at WOT but runs out of fuel after idling for about 1-2 mins. I have installed a new tank,hose and prime bulb. New clamps. New carb rebuild kit. New Sierra fuel pump and still have the problem. I pulled the pump and blew air in to the vacuum port that supplies the pump with the crankcase presure and the hole is clear and rotated the motor with the air presure. I'm out of Ideas and I'm ready to give up. Any help would be great. Thanks mike.
 
Since you say that it runs ok at full throttle, I have to assume you are running it on a boat...right? I only ask because if that is not the case, are you trying to lift the fuel too high?
