1976 Evinrude 85 no spark

I recently bought a 1976 ranger 175-a with a evinrude 85 outboard(model 85699G). it hasn't ran in years at least 4 probably more though. At first I couldn't get it to crank but after replacing the starter solenoid it cranks and cranks good but I have no spark. I've pulled all the spark plugs so it'll turn over faster and still no spark. Ive disconnected the black and yellow kill switch wire from the power pack still no spark. When I check the volts on the kill switch it has none with the key off but with the key in the run it has 0.04 volts when I unplug the big red plug it drops to 0.02 volts this might be due to the fact I have a cheap multimeter. I've replaced the power pack with a cdi one and followed the trouble shooting steps and still have no spark. When I checked the ohm on the stator I got 645ohms on the brown to brown/yellow wires, and 9 ohms on the sensors wire. Minimum I'm 650 ohms on the brown and 55 ohms on the sensors wire. Does that mean my stator or power pack it bad? I fell like I've search the entire internet and can't find an answer
