1976 Evinrude 70673D Reverse Tilt Lock

Hi, all. Working on a new to me boat with a 1976 Evinrude 70673D and first time taking it on the water, the motor kicked up almost out of the water when I went into reverse. I know from a couple friends that have other motors that there should be a lock that engages in reverse to prevent that, and I see the claw on mine that hooks over the tilt rod, but it doesn't move at all in any throttle/shift position. Trying to move it by hand feels extremely tight. Could anyone suggest what I should check?

Should be a lever by the transom bracket on the right side of the engine that controls the tilt lock.

The lever does operate the latch, but it locks even in forward. I believe it should be unlocked in forward, then lock in neutral and reverse, right?

On mine it’s either locked or not. Doesn’t matter whether it’s forward or reverse or neutral.
