1976 Evinrude 35HP compression

I recently bought a boat with a 35HP Evinrude, model 35653S. I know almost nothing about the history of this engine. The boat has stamps on it for 2015, so I am guessing this is the last time it ran. There is a beat up prop loose it the boat, and the one currently on the engine is in relatively good condition. Both props are the same pitch, and look to be correct for my boat.

In the process of checking it out, I picked up a compression tester from Harbor Freight and ran a compression check. I got disappointing results. The initial check on the top cylinder was 60 PSI. Since this engine had been sitting for a while, I shot some two-cycle oil into the cylinder and turned the engine over a few times and checked it again. The reading this time was 80 PSI. I replaced the plug, and removed the bottom one, and shot two-cycle oil in this cylinder. The reading on the bottom cylinder was 70 PSI.

I realize the compression tester may be suspect, but a 10 PSI difference between the cylinders concerns me. The engine needs about $300 of other parts to get it squared away, and I have not yet investigated the lower unit at all.

Should I investigate a rebuild, or just cut my losses and try to find a newer engine that is in running condition?
